隨著新型防水材料不斷涌現，而且作為建筑產品，防水柔性板與人的生活息息相關，國際各個市場都很注重新型防水材料認證與市場準入，從源頭控制防水工程質量。所以生產和施工時的工藝都必須保證其品質的萬無一失以及綠色環保的認證權威性。歐洲市場以CE認證來衡量產品是否是綠色環保的，因此CE認證被視為該種產品進軍歐洲市場的通行證。同時，防水柔性板的本身質量是不容忽視的，所以CE認證中以各類性能的測試來控制產品質量，只有各個項目測試結果達到歐洲標準要求的數據后，產品才能通過CE認證。所以CE認證同時也是向客戶展示產品質量的有效途徑。
歐盟為了更加嚴格的規范建筑產品CE認證，自2013年7月1日起，歐盟頒布的建筑產品法規Construction Product Regulation No.305/2011/EU-CPR(簡稱CPR法規）將全面取代原來的建筑產品CE認證指令(Construction product directive 89/106/EEC-CPD(簡稱CPD指令)，進入強制實施階段。
