CPR認(rèn)證的性能聲明DoP是什么？
建筑材料、建筑產(chǎn)品屬于歐盟建材指令法規(guī)CPR的都必須出具一份DOP性能聲明文件和CE Lable（CE標(biāo)簽）。這項(xiàng)歐盟CPR建材法規(guī)于2013年7月1日起強(qiáng)制執(zhí)行后所要求的。符合性聲明即Declaration of Conformity，CE認(rèn)證指令規(guī)定制造商或其在歐洲設(shè)立的授權(quán)代表有義務(wù)制定符合性聲明（或“歐盟符合性聲明DOC”）作為合格評(píng)定程序的一部分， 必須在產(chǎn)品投放歐洲市場(chǎng)之前發(fā)布聲明， 在“建筑產(chǎn)品法規(guī)”中，該文件稱為“性能聲明DoP”。
從2013年7月實(shí)施的建筑產(chǎn)品法規(guī)（No.305/2011/EU-CPR法規(guī)）中要求建材生產(chǎn)商及銷售商都應(yīng)該提供DOP文件-歐盟建筑產(chǎn)品的性能聲明文件Declaration of Performance。此建材CE認(rèn)證DOP文件有別于歐盟認(rèn)證CPD指令下的DOC文件－產(chǎn)品符合性聲明Declaration of Conformity
The Declaration of Performance is a key part of the Construction Products Regulation. It provides information on the performance of a product. Each construction product covered by a European harmonised standard or for which a European Technical Assessment has been issued needs this Declaration and has to be CE marked. This helps increase transparency and improves the functioning of the Single Market.
產(chǎn)品CE認(rèn)證的眾多指令中都有一種產(chǎn)品符合性聲明Declaration of Conformity（DOC), 而歐盟建筑產(chǎn)品法規(guī)（CPR）提出了產(chǎn)品性能聲明Declaration of Performance (DoP)。
歐盟建筑產(chǎn)品的性能聲明Declaration of Performance (DoP)是歐盟建筑產(chǎn)品法規(guī)（CPR）CE認(rèn)證中的一個(gè)關(guān)鍵概念。產(chǎn)品的性能聲明（DOP）給予制造商一個(gè)向市場(chǎng)傳遞其產(chǎn)品關(guān)鍵特性信息的一個(gè)機(jī)會(huì)。
建材DOP性能聲明文件內(nèi)容
如果建筑產(chǎn)品屬于歐盟建筑產(chǎn)品協(xié)調(diào)標(biāo)準(zhǔn)清單或者歐盟技術(shù)評(píng)估清單中的產(chǎn)品，則該產(chǎn)品的制造商必須制定一個(gè)產(chǎn)品的性能聲明（DOP）文件。
制定該產(chǎn)品性能聲明的制造商須對(duì)其產(chǎn)品符合性能聲明中宣稱的指標(biāo)承擔(dān)責(zé)任。產(chǎn)品的性能聲明（DOP）中的最基本的信息必須包含客戶比較關(guān)注的（對(duì)客戶決定購(gòu)買起關(guān)鍵作用的）指標(biāo)和參數(shù)，這些產(chǎn)品指標(biāo)必需是嚴(yán)格按照相關(guān)的協(xié)調(diào)標(biāo)準(zhǔn)里規(guī)定的
產(chǎn)品的性能聲明（DOP）向市場(chǎng)明確透明地表明了產(chǎn)品的性能指標(biāo)，對(duì)建立一個(gè)公開透明的市場(chǎng)體系將起到一個(gè)積極的作用。同時(shí)對(duì)制造商提供穩(wěn)定合格的產(chǎn)品，起到了監(jiān)督和促進(jìn)的作用。
